Experience :With more than 25 years’ experience in the drinking water and waste water sector, Patrick THIENPONT has a proven track record of successful management of large and complex projects with multiple stakeholders in Europe and overseas.
He joined SUEZ in 1993 and held various positions within the Group in Europe, Asia, America and Middle East. Before joining Barka Desalination Company, he was the COO of Bordeaux Metropolis Waste Water Facilities. From 2011 to 2016 he worked as country director in Indonesia and Egypt, responsible for Construction and Operation & Maintenance of SUEZ Plants in these regions. Prior to this position he was the O&M Director of Middle East Asia Pacific region and also spent 5 years in Jordan, managing and developing Plant Operations in the country and more largely in Middle East.
Patrick THIENPONT started his career at SUEZ in India and then in France, where he worked until 2002 and he was successively Project Engineer and Profit Centre Manager in Water and Waste Water Services to Municipalities.
Imteyaz Ahmad is currently heading the desalination business for WSP in the Middle East and provides technical and commercial leadership on desalination projects in the region. He has a wide range of experience in desalination technology including MSF, MED and SWRO. He also has good technological back ground in fossil fuel based power generation technologies. He is keenly interested in renewable energy for power and water generation and has worked extensively on solar CSP and PV projects. Desalination with solar energy (CSP/PV) remains at the core of his heart and he aims to push for integration of solar energy with desalination in the MENA region.
He is a PMI, USA certified project and risk management professional and his experience includes power and water plants project management, contracts management, planning, project risk assessment, erection, commissioning and troubleshooting, performance and reliability tests, operation and maintenance and others.
Prof. Dr. Rifaat ABDEL WAHAAB is currently Sector Head of Research & Development (R & D) at the Holding Co. for Water and Wastewater (HCWW), Cairo, Egypt since 2009.
Prior to his appointment as Sector Head at HCWW, he has been served as Project Team Leader of Canadian project funded by CIDA “Egypt Environmental Initiative Fund (EEIF) for 7 years, focuses on urban and rural sanitation, industrial pollution control, environmental management and strategy, green environmental business; and climate changes initiatives & adaptation.
Dr. Rifaat is one of the leading environmental & water experts in Egypt, with more than 25 years’ experience combining both academic and practice applications. He has managed and intensively involved in many of donors funded projects (National and International) in water technology, desalination, and sanitation, reuse, and sludge and industry wastewater. He has chaired international conferences on Water Supply and Sanitation; desalination and managed & delivered many capacity development training workshops/seminars.
As an academic Professor at the National research Center in Cairo, Dr. Rifaat has supervised more than 50 PhD & MSc degrees & published over 100 refereed research papers & reports in leading International journals. He is a reviewer for number of scientific journals. He has awarded the country prestigious prize in environment and development; acknowledges his contribution in diverse areas of water & sanitation, industrial wastewater management and sustainable environmental initiatives.
Dr. Rifaat has received the BSc. degree in Chemistry from the University of Assiut, Egypt in 1980, MSc degree in “Environmental Sciences” 1987; and PhD. degree in “Hazardous Wastewater Management” 1991 from the University of Wales, UK.
Robert M. (Bob) Bryniak will co-lead the workshop. He is an experienced professional in Public Private Partnerships (“PPPs”) and has hands on experience delivering PPP programs for over 25 years throughout the utility sector, both in North America and the Middle East. His PPP experience includes:
He is currently the Advisor to the Chief Executive Officer at Saudi Water Partnership Company (previously the Water and Electricity Company or WEC), assisting the Company with its successful privatization program.
Participants will benefit from the hands-on experience of working in these areas and learning from various PPP models that have been successful, as well as those that have failed. Project financing is a critical component of any successful PPP, especially in the water sector, and Mr. Bryniak understands the ins and outs of financing. He also understands what it takes to design and launch successful PPPs, especially in the utility sector. And he knows this from having worked with both side of the transaction: from the utility’s viewpoint; and, the private sector’s viewpoint.
Mr. Bryniak has also taught at various universities in Canada and was awarded the Faculty Teaching Award while teaching introductory and advance finance as part of their full time MBA program at McMaster University.
Iqbal Al Tayar holds a Bachelor of Mechanical Engineering at the University of Kuwait. She was the first site engineer in the water sector. She served as a member of the National Committee for green buildings and led a nation-wide campaign on electricity and water saving. Member of the Kuwait Society of Engineers, Eng. Al Tayar is also an expert and member of the commission on Judicial Arbitration at the Ministry of Justice and is involved as senior member of the American International Organization in Kuwait Center for Value Engineering.
Jamal Shadid holds a master’s degree in engineering management (water) from the University of Technology in Sydney (Australia) and a mechanical engineering degree from USA. Jamal currently holds the position of Policy Development Director at the Department of Energy. His prior experience includes research, operation and maintenance of desalination plants, both thermal and reverse osmosis, and managing water transmission and distribution systems projects.Jamal has worked in Kuwait, Jordan and Australia before joining the Regulation & Supervision Bureau in 1999 as Water Regulation Engineer.
Francois is the International Water Client Director for Atkins with over 12 years of experience for both a major Consultancy engineering company as well as with a major Water Utility company.
Francois has extensive experience working in the Middle East region through his career and has in-depth knowledge of successful public-private partnership in region. Over the past 3 years, Francois has been involved in most water/wastewater PPP projects in the Kingdom of Saudi Arabia supporting successfully key Saudi stakeholders (SWPC, NWC, SWCC, MEWA or PIF) in the delivery of those flagship projects. Francois is a key private sector figure of the current Privatisation of the Water Sector across the Kingdom of Saudi Arabia.
Martin Stahl is the Director of Infrastructure and Utilities at The Red Sea Development Company, bringing more than 35 years’ experience to the project across consulting, contracting, and operation and maintenance in the water and wastewater sector, including treatment plants, networks and utilities.
A chemical engineer from Germany, Martin has held the positions of CEO and COO for public and private utility companies as well as top management roles for international consultants and EPC contractors. He has a proven track record in design and engineering, contracting, project management and execution as well as in operation and maintenance for water and wastewater projects, as well as in leadership and management.
Martin holds a BSc in Chemical Engineering from the University of Mannheim, Germany.
Corrado Sommariva is a consultant of International reputation in the field of desalination, power generation waste water and sustainability.
He has over 30 years of experience and has covered several executive positions in Consultancy firms for the last 20 years.
Corrado Sommariva has served the President of International Desalination Association (2011-2013), President of the European Desalination Society (2004-2006), Chairman of WHO committee for safe water use from desalination.
Dr Sommariva has published more than 100 leading edge papers and four books on desalination and sustainability. Dr Sommariva has a honorary doctorate from Heriot Watt University for his contribution to the development of desalination.

Dr. Amgad Elmahdi is the Director of the Middle East and North Africa (MENA) Office of the International Water Management Institute.
Dr Elmahdi has over 25 years of working experience in the fields of hydrology, natural resource management, water accounting and assessment and water information management in operational, research, and academic agencies in Australia, Greece, Italy, China and Egypt.
He holds a PhD in Water Resource Management from the University of Melbourne, Australia, 2 M.Sc. in Land & Water Management from Italy and Egypt with around 100 publications on water-related issues and tools. He is also a recognized International Water and Natural Resources Management Expert and the Australian representative for a number of international agencies- such as ICID- International Commission on Irrigation and Drainage.
Dr Elmahdi’s mission is to provide evidence-based science and low-cost solutions to sustainably manage water and land resources for water and food security, people’s livelihoods, and the environment. Before joining IWMI; Dr Elmahdi was a senior executives public officer, leading the Water Resources Section, Australia: where he managed and led a four multi-disciplinary teams responsible for delivering high profile government and organisation objectives 1) Water resources modelling, 2) Groundwater, 3) Urban Water, and 4) Water Analysis to provide water information services across Australia using data collected by about 200 water management agencies and utilities across Australia. These services were formulated the key element of water reforms to provide secure access to water, to address over allocation, and to provide efficient allocation of water through water markets, pricing and other means. He has received a number of awards nationally and internationally for his Science Impact for Landscape Water modelling and Strategic Excellence Award for Partnership and Watsaving award.
Julio De la Rosa is a seasoned executive with over 18 years of experience, offering thorough understanding of operating principles and strong strategic and commercial acumen. With hands-on experience, technical and commercial, working on global flagship power/energy/water and environment projects, Julio joined ACCIONA in 2016 and since then he has been responsible for the overall management of all strategic and operational Marketing and Customer Relationship activities across Middle East regarding power, water and environment projects for development, Investment, EPC and OM activities. The main activities Mr. de la Rosa has been developing for the last 6 years are: to provide market feedback to the company regarding competitive offerings, prospect needs and project pipeline update, to work under stringent targets, planning and coordinating the implementation of business plans and the penetration of new market and motivating the business development team. In addition, He provided local support to his head offices for tender preparation and submission actively participating in coordination activities with local resources and engineering firms in order to provide the most competitive and professional proposal to ACCIONA clients.
Thomas Altmann gained his experience by working for more than 25 years for top ranking engineering and construction companies, including Bechtel and Fluor, in technical as well as managerial positions. Before joining ACWA Power he held an EVP position at ILF Consulting with global responsibility for its Energy & Desalination business. Prior to that, he served as VP at Bechtel Intl. in the Power Generation business unit with global responsibility for desalination based in the UK and USA. Mr. Altmann served as a Director of the International Desalination Association (IDA) and the European Desalination Society (EDS) and is a member of the supervisory board at Desertec Industrial Initiative. Furthermore, he served on the Research Advisory Council (RAC) of the Middle East Desalination Research Centre (MEDRC) in Oman. Mr. Altmann holds a degree in chemical engineering and was granted two patents.
Gavin van Tonder originally hails from South Africa where he started his career as a Process Chemical Engineer working for Sasol Oil Company. In 1989 he joined Schlumberger Oilfield Services in South Africa and has worked and lived in Italy, Scotland, Singapore, Vietnam, India, China, UK, Australia and Malaysia in the Oil, Gas, Electricity and Water Industries. Gavin started in the Water industry in 2001 as Asia Pacific Vice President, and in 2010 was transferred to Itron HQ in France as the Global Marketing and Systems Vice President for Itron Water and Heat. In 2013 Gavin was made President of Itron Water Division in France and was transferred to Austin, Texas in 2016. Gavin has more than 20 years global experience in the Water industry and has worked with Water Utilities and Water Companies around the globe, providing solutions, systems and products to enhance their efficiency and improve their performances. Gavin has started factories and facilities from greenfield in China, India, Indonesia, Australia, Malaysia and Mexico. In 2018 Gavin was approached to join NEOM as the Water Sector Head to develop out the Greenfield Water Infrastructure from 100% Desalination with Zero Liquid Discharge, through to a Smart IoW network, and full reuse of waste water treatment, including preservation of StormWater Runoff, all with a focus on a fully Circular economy.
Mr. Michael Sronce has been part of Sargent & Lundy for over 13 years. He is Sargent & Lundy’s Managing Director of their corporate branch office in the United Arab Emirates where his responsibilities include international project interface, business development and engaging with clients worldwide including owners, developers, financiers and EPC contractors. Prior to joining the United Arabic Emirates office Mr. Sronce worked in the Sargent & Lundy’s Energy and Industrial Group with a background in project management and design engineering of energy projects in the United States and throughout the world. Mr. Sronce has a BS in Electrical Engineering from Southern Illinois University and a MBA from DePaul University’s Kellstadt School of Business. He also holds a project management professional (PMP) certification and is a licensed professional engineer.
Charafat Afailal, was the Minister in charge of water in the Moroccan government between 2013 and 2018 and is an expert on water and climate.
She graduated in 1997 from the Mohammadia School of Engineers, in Morocco, beginning a career of more than two decades in the field of water. Her first experience as an engineer was in the Moroccan potable water office, where she contributed to the achievements of several major projects and programs of national importance.
As Minister, Charafat Afailal launched many important reforms and made several landmark achievements that ensured water security in a difficult climatic context.
Many achievements were concluded under her leadership, such as the elaboration of the Moroccan water policy 2015-2030, development and implementation of the drought management plans, establishment of a new mode of groundwater governance, development of re-use plans and others.
Charafat Afailal also played an important role in the recognition of water as the sector most affected by climate change, which culminated in the organisation of the Water Action Day during Cop 22 by CCNUCC
Ahmad is an electrical engineer, having graduated from Old Dominion University in Virginia in the United States. Ahmad achieved first place in his Senior Project in competition with other state universities.
Ahmad works in the Ministry of Electricity and Water (MEW) in the Private Sector Projects Department (PSPD) which he joined when it was first established.
The Private Sector Projects Department was established to deal with the new PPP projects and is working with Azzour North Power Station Phase 1 (1540MW CCGT with 107MIGD desalination) which is Kuwait’s first PPP project and is in commercial operation. PSPD are currently working with KAPP on the next phase of PPP projects, which include the further phases of Azzour North (Phase 2 & 3 – 3000MW CCGT & Desalination), Al Abdaliya (280MW ISCC project), AL Khairan Phase 1 (1500MW) and a 1200MW PV plant.
Ahmad has represented MEW and the State of Kuwait at the eighth annual meeting of executives of the Arab Atomic Energy Agency, which was organized with IAEA attendance. He has also recently represented MEW at the World Water Day organized by the United Nations, presenting how the energy sector manages its waste water. His interests in power projects, renewable energy and clean environment.
Miguel Angel Sanz is the Director of Strategic Development in SUEZ International, Treatment Infrastructure Division, based in France. He joined the Degrémont group in 1983. He has been in several positions in the group in Spain and France as Technical Director, Desalination Manager, Proposal Director and Business Development Director.
He is Director of IDA (International Desalination Association), being President of the Association in the Term 2017-2019, and Director of AEDyR (Spanish Desalination and Reuse Association), being Vice President in both associations in past terms. He also served 8 years in the board of Directors of European Desalination Society.
He has 36-year professional experience in Desalination as well as in Drinking and Waste Water fields, in Municipal and Industry Markets. He has been active in innovation and worldwide promotion of membrane desalination field, publishing more than 50 papers on Desalination and Water & Waste Water Treatments.
Industrial Engineer Master Degree received in 1981 from Bilbao High Technical School of Engineers.
